The Grower’s Guide for Lilies – That they may propagate with haste and burst forth from the Earth in Fervent Joy and Eternal Abundance

The Poor Grower

So that the poor grower may experience life’s unending joys and always have a dream – A basic income equivalent of Food, Water, and Shelter may be provided at the lowest levels of earning; the shelter may have stipulations or not depending on the grower’s preferred sense of sociability, but a basic requirement must be maintained – vaccinations, ample masks for the sick, check-ups and support circles for concerned parties, protections from persons wishing them harm, free parking with paid teenage labour (so that they may know the pride of earning, saving, and speculative spending), and frequent parental meetups so each may get to know one another and not languish in solitude and so that their little bulbs may meet others and know connection

So that the poor grower may continue living in dignity and be given the chance to recover from wilt or rot – A mandatory institutionalization for adults, elders, or children of severe disorders so that they may be gifted the blessing of clarity and certainty (the stipulations of said institutions will be discussed further below) if their behaviors show them incapable of providing for themselves Food, Water, Shelter, and Hygiene or if they have separated from their Bunch and have no way of Returning to the Root System; Disorders may at the time of receiving the grower may be erratic and unusual behavior, fresh lesions, public indecency, and/or aggression towards others, the self, or an unseen presence – Retrievers will be trained to handle those under influence of mental disease or inebriation and must be called in if Enforcers notice behaviors fitting the above descriptors; Enforcers will be harshly punished if protocol is not followed and retraining will be mandatory with a permanent removal from the position if training is ignored thrice

So that the institutions responsible for revitalization do not smother the wilted or rotted growers – Each institution will be checked weekly for sanitation, patient-handling, and general staff well-being; any patient who complains must be taken seriously and a form be filled out and presented to the head of the ward to be forwarded to those responsible for weekly check-ups; if a single patient is found to have been abused, an entire investigation will be conducted top to bottom to weed out the rat and harsh penalties will befall them: Patient treatments will be filtered through Psychiatric, Substance abuse, Disability and will be handled thusly – Psychiatric; Good fresh air, sunlight, and activity is good for the mind, activities to stimulate and allow thoughts to escape may prove beneficial to combat rot or wilting disorders, meals exceeding in healthy fats, fiber, vitamins, minerals, phytochemicals, and being homegrown is essential for a lily to bloom again, physical activity and the arts both have their places, and family contact must be attempted and maintained to the best of the grower’s ability (if the grower has no family or if the family does more harm than good the facility has full right to cut off contact and establish a healthy, thriving support system); Substance abuse; Good fresh air, sunlight, and activity is good for the mind, therapy is essential for building healthy coping strategies, and medical advisories as to illuminate underlying Psychiatric or Disability status is critical, growers must be provided lessons or supplies to support hygiene and well-being and be referred to a communal housing circuit if no family is found, and work connections must be made so the grower can stand on his own after being released; Disabilities; For those born with or those that developed disabilities, the ability to care for oneself must be assessed by trained professionals who are well-paid and care for the family and the grower’s success, and mobility aids and sufficient coverage of necessary items related directly to the grower’s health are required from the state, whether the family wishes they live separately or with the family is up to the patient (if they are lucid and clear of mind) or the family (if they are not), family is required to visit if they decide the grower has more freedom with a 24/7 caretaker in a professional facility; Finally, being frequently taken out on strolls among the neighborhoods or out to tourist attractions if they are physically capable is a good way for public education, awareness, and the cultivation of healthy social soil

So that the Enforcers do not smother those poor growers or growers of a different petal and ensure they themselves follow the Law – [i’ll work on this one more later]

The Leaflets

So that Leaflets are not left to be trampled by themselves – A max of 3 leaflets may prompt the state to support a family with stipulations, the poor grower must show they are able to provide for at least 2 more leaflets before getting more benefits for a single leaflet; Leaflets are not to be ignored and violence between them shall be treated the same as the law for growers (no punishment for self-defense with a paper-trail or camera footage proving bullying was or has been an issue), any employee at the school that is shown by the parent or child to not react as such is liable to financial punishment or removal from their position for a specific length of time or permanently, Leaflets displaying violence should be treated as a cataclysmic breach of the natural order and the parents must be warned that if the child is not checked by medical professionals (including psychiatric doctors) and if the parents are shown to be abusive, the child will be taken from the parents and the parents will be jailed or imprisoned so the child will have an opportunity to receive treatment and recover in a foster home or permanent institution (in the case of psychotic disorders); Leaflets who are reported by neighbors with proof that the child has not been outside for at minimum three hours, in that time playing productively without showing prolonged distress or being locked out (if the weather is amicable) or at risk of injuring themselves (if they are abnormally young to be independently outdoors) will receive a visit by state services to ensure that the child is not being chained to a screen or kept indoors against their will

So Seedlings are not developmentally hindered or groomed into addiction from an early age – The sale of electronic devices besides calculators, noise machines, and necessary medical devices are forbidden to be sold for or to children under 6 years old; It will be banned to have a child sat in front of a screen in public and a direct cause for Social Services to be called on parents whose child brags about staying up playing video games, watching television, or on a phone under the age of 12

So that Leaflets may receive basic education and a factual representation of historical events with context – Any Leaflet displaying the inability to read, write, and do math at a 5th grade level by the time they are in 5th grade must be put in a separate program that allows them to exceed 5th grade level by the time 6th grade is half-way over, this will be in tandem with a home visit and an ensurance that the parent is doing their duty to promote reading, writing, and mathematical skills in the leaflet – if they are not, they must be advised on how to promote those skills and if they refuse, let them know they are on watch for possibly being cut off as guardians for the leaflet; Leaflets must be taught a nation-wide history that is approved by the national school system so that they may relate to each other across state-lines and so no confusions may be offered as to how one leaflet has context the other does not (outside of natural forgetting of subjects as time moves forward), the reading and writing systems must also be the same across state lines so that the whole nation is of one mind to work and flourish in the country

So that Leaflets may be fully engaged in their schooling and be promoted to develop efficient skills and a focused mindset – Outside electronics will not be permitted on campus except in the event of extreme weather, family medical crisis, or other emergency that risks the safety of the Leaflet’s family members; The only electronics permitted on campus are calculators, lab equipment, and personal electronics of staff and teachers; a general hand-written standard will be implemented to develop fine-motor skills, fine handwriting (including cursive), and a sense of appreciation for tactile, physical paper trails

So that the Leaflets are nourished and healthy – Correct and factual information about the BMI and weights of leaflets, medium leaflets, and growers will be taught to every class (with an emphasis on weight not being a real factor of health until a certain point with the girls), along with basic RDIs of healthy fats, fibers, vitamins, minerals, phytochemicals and water, and the introduction to basic cooking abilities for boys and girls (with emphasis on boys since they don’t naturally get cooking training), and an emphasis on hygiene such as the practice of washing hands before and after using the bathroom, washing vaginal and penile areas correctly, and for girls the identification of vaginal itching, burning, or excess discharge and how to know if they have a UTI; general directions for cardiovascular training and strength training

So the Leaflets feel connected and embraced – Mandatory community check ins once a month at every neighborhood and multiple neighborhood based gatherings will be promoted and financed by the city, and multiple green spaces will be established to accommodate families of growers and leaflets the likes of which will be akin to field mice frolicking in fields of clover and dandelions

So the Leaflets can be themselves – Any claim a Leaflet makes against their parent or kin must be investigated thoroughly, interviews with neighbors, family, friends, etc., if the Leaflet is lying, the parents may be advised on how to handle the case, if not, the parents must be cut off from the leaflet and any other siblings, they will be entered into a dangerous mentor database and may not regain guardianship unless they pass multiple tests and the leaflets gives consent for their guardianship; any parent who allows for the sexual assault or who personally sexually assaults a leaflet will be imprisoned for statutory rape and any and all family who is of sound mind who knew but did not report will be jailed for being an accomplice for at minimum a year and the child shall be immediately taken to a foster unit and given ample therapy and resources; under no circumstances must leaflets separated from guardians be separated from their siblings – those who wish to adopt one must adopt all

So the Leaflets may not be taken advantage of while under foster care – Growers who wish to foster must have no criminal record and be evaluated for habits such as excess alcohol, smoking, obesity-promoting behavior, excessively hateful or damaging belief systems too far off the beaten path; each wishful adopting party must be willing to equally consider Seedlings, Leaflets, and Medium Leaflets and must be told starkly that only considering Seedlings is detrimental to those who need the most assistance and excessively unhelpful all around; Growers must accept that siblings must, under no circumstances excepting danger to others, be kept together for the sake of peace and happiness; Parents wishing to connect with their Leaflets once they have been inducted into the foster care system must take multiple tests of sobriety, financial stability, and childcare knowledge in addition to receiving avid consent from their Leaflets; No Growers with sexual crimes must ever be allowed to rear, foster, adopt, or otherwise come into guardianship (temporary or otherwise), of a leaflet for their safety and sanity

So that Medium Leaflets are not lost in the sifting of Sexual Crime Definitions – Medium Leaflets within a year of each other who consent to sexual activity on both sides may not find fault with either party unless substantial coercion is discovered, including “It will be alright” after clear discomfort is communicated, “No one will have to know”, “You owe me”, “Do you want to find out”; Medium Leaflets within one year of each other may find fault with either party if they are at the ages of 13 and 14; Medium Leaflets within one year of each other must be prepared to find fault if the Leaflets are between the ages of 15 and 17; Medium Leaflets must find fault if they are within three years of each other at any age after 15 if they are involved with a Leaflet who is 18; Medium Leaflets who are more than three years apart must concede to the fact that the mental capacity to consent to sexual activity is absent within the ages of 13 and 18, and that those who are older are responsible for staying within their similarly mature peers and that deviating from that is a sign of future or past sexual coercion, rape, assault, or harassment

Medium Leaflets who are Legally Adults but still not socially mature enough for those who are older – Any Medium Leaflet between the ages of 18 and 19, and in some cases 20, must concede that a sexual relationship between them and a person 20 and older is of a different mental capacity and not capable of a mature, equal relationship since they have different social, physical, and mental roles within society, not to mention they are legally allowed to partake in systems that give them access to compounds that put sound mind at risk of being violated, and thus put younger leaflets in the greatest danger of being raped, assaulted, harassed, or otherwise violated and traumatized

So that Leaflets who have knowingly done wrong are not left to wreak havoc – Any rape or sexual assault that ends up in court after deliberation and evidence must not be released simply for future gain, they must be tried as criminals in a criminal court as adults similarly are, except instead of prison they must be forced to be institutionalized until they can pass a sound of mind test that shows they have completely developed compassion, empathy, and have served their community and have five community recommendations that do not come from previous connections whether it be family, friends, teachers, mentors, or bosses so that their future prospects may truly be unheeded by past evils

For Working Medium Leaflets, Growers, and Lilies that need supports to thrive

So a base cost of living is established – The minimum wage shall act as the Universal Basic Income, with those able to work earning at least minimum wage for 8 to 10 hour days maximum four days a week maximum, with certified jobs earning handsome bonuses added to their salary for each certificate earned, and those unable to work being required to be paid the same salary from the state equal to the same workload in order to live at the baseline; For every certificate or degree earned, a salary that allows between 2% and 4% of monthly income to go towards principle of paying off student loans in addition to interest is required in addition to regular salary and employers must not shy away from hiring or firing students to cut costs and in fact are required to have 35% of new hires be students graduating or certificate graduationers; Neighborhood businesses must have 10% – 15% of their workforce be local teenagers between 15 and 17 to maintain a culture that promotes work-based skill acquisition and life experience, normal workplace protections for minors are adequate

So the Wealth Distribution is equal and fair – A Mandatory wage cap of 500 million dollars annually, or 67 million monthly, including physical and liquid assets will be implemented, all income after is to be 50% donated to locally owned charities not owned by the earner’s self, friends, coworkers, or family outside of the state, and 50% taken as tax; Trusts shall not be counted as donations, charities owned by the earner shall not be counted as donations but as an alternative stream of income; and a tax bracket starting at 70% for those earning 400-500 million and decreasing 4% every 100 million will be implemented until a new tax bracket starting between 900k to 1 million at 40% and decreasing 2.5% every 100 thousand until a new tax bracket is set at 100-200 thousand starting at 15%, with 12% between 50-100,000, 9% between 30-50,000, and no tax collected on incomes under 30,000 annually

So Those who spend their shift on their feet get adequate breaks from the unrelenting, unforgiving, cruel floor – Chairs are required for those who must stand in a single spot for more than thirty minutes; a ten minute paid break is afforded every hour for those in the service industry who are stocking, unloading, serving, and cashiering and an hour unpaid lunch break is mandatory every five hours and is not included in the total hours worked that day; No employee is to work shifts less than 15 hours apart from the time they clocked out to the start of the next shift to allow for ample rest, this includes between different jobs

For our Heroes in the Medical Field – Nurses who work in hospitals must take their ten every hour on the hour and the hospital is responsible for hiring enough Nurses and managing their system well enough for the Nurses to take their breaks every hour, in addition the hospital will be responsible for hiring enough nurses to cover shifts and have a reasonable rotation that allows Nurses 24 hours minimum in between shifts and a reasonable rotating schedule that cycles between overnight and daytime shifts; Nurses will get an hour lunch break every 4 hours on the hours and the hospitals will be fined if this does not happen unless documentation of an emergency is provided to excuse the missed lunch

Employee’s freedom to deny service to rude, clueless, or similarly irritating customers – Employees are allowed to justifiable stop service to a customer who repeats questions, says stupid things, or keeps sending food back for no reason or stupid reasons; Employees are allowed to threaten customers with ejection from the building, and follow through on that promise, if their children are not seated, causing a disturbance, and generally being unruly, parents are further financially and legally responsible for any and all damage they or their children cause to items in the establishment or injuries caused to other customers or staff; Employees can sue for being fired for customer complains that don’t have substance or if fellow employees contradict the claim the customer has
